Before you put the spider and clip on the bottom of the horn rod it should spin easy without rubbing on the steering wheel. If it is tight in the bushing keep sanding until it spins easy. They sometimes rub on the key that goes in the steering wheel and you have to grind a little from the bottom of the key. If it goes inside the steering wheel too far they sometimes rub on the steering wheel, a flat washer placed over the horn rod will sometimes bring the rod up to the correct height to stop the rubbing. Just make sure it spins easy without rubbing anyplace before you put the spring and clip on the bottom. Ordering a longer rod will not work, there is a large difference in the length.

I have had this problem it was the steering wheel hub contacting the horn button/light switch at the top . I used a Dremel to slightly enlarge the steering wheel top hole to give clearance and problem solved .
