The main difference is in where the spokes attach to the rim. The 21” are rolled edge and 19” “knife” edge just like originals.

In 2014, our National Rally was held about 3,000 Km (2,000 miles) from here. One fellow had bought a complete set of new wheels for the trip but by the time he got there, they were dangerously cracked. He wisely put his car on the train to get it home. The general op[inion of those wheels was that they were rubbish. That said, I have herd people say they are OK with them over there.
My advice is "be careful".
