Maybe drill out the studs holding the wheel to the spare mount. You can always replace the studs. It will give access to the center of the wheel and the locking pins.

I see on line that they sell a lock picking tool. I have thought about buying one and trying it on one of my locks. It looks rather simple , just takes some practice.
