I’ve heard that on eBay and other auction sites that when an item is out of stock, they put an obscene price to act as a placeholder until they get more.

That's what I've noticed.
Recently, repro Model A hood rear pivots were out of stock at all the suppliers. I think one place had one for $700. I have some in a coffee can - so what?
Now I see they are $7
