You would think as strict as California is that they would have safety inspections, but they don't. No checks at all, even when registering. People drive around with cracked windshields and bald tires all the time. If an officer pulls you over for speeding, he might give a citation for a cracked windshield but it depends on his mood. I've had issues registering out of state vehicles, but mainly because of EPA reasons. Each time I was able to eventually get the vehicle registered.

In Calif, the cracked windshield or bald tires give the officers "a reason" to pull you over. Then the fun starts if you're driving something older or look a suspicious

Almost all the states that require such inspections seem to be states that get a lot of snow and they salt the roads. Something that California doesn't get regularly and we add volcanic rock instead of salt (two counties still use salt). As an old auto wholesaler, ... California cars bring gold compared to the other states for the simple reason of no salt corrosion, so rusting of critical parts is rare.
