California allows YOM plates, but you must check that the numbers/letters are still good. Plates can be restored, but DMV inspects them carefully and the new paint needs to match the original color....and they have a book to check it. These plates are then assigned to the car and must be displayed.....

NC doesn't care at all. It's just ornamentation to them. The DMV has no interest in approving the plates. They don't even have a published catalog of the original colors. I had to scour eBay for examples of plates to see what color the 1929 plates had, and many had different colors (from being repainted).
