I can't say what tolerances this program has ( I used one I found on internet ) so I did not get the math the old way by paper and pen, but it can be changes vs several other things. But if one think the tires not get taller under speed and set in 31.5" it's show 2.650 RPM and that is at 90 km/h or 56 MPH.
Either way it will be learned if it feels Ok or not.
On going in normal traffic one do not really like get slower than 50 MPH.

Regards the clutch, this is old tech so even there one will learn if it will hold on.

I just did the calculations using an on-line computer as well. I was surprised by the 31.5 tire reducing the rpm's by so much.

Mine are 29.5", so I got 2,798 RPM's at 65 mph.

As I said, never drive a hot-rod or has any experiance of the FH's, non drive it, but I thought speeding 56 MPH ( normal speed and not get a ticket ) it would not be a issue at little over 2.500 RPM.
But non in the hot-rods here that has experiance on driving, they all say this will never work.
But this is not a 'driver', this is a tribute car, and I might even run on Vp C11 just for the smell.
