The two clamps for the mirrors are basically the same as those used by Ford, but the bracket with the two ball studs attached does not line up with any header configuration of holes on a '33-'34 or any other pre-WWII Ford for that matter. Dual mirrors are not uncommon on big cars of the era where the overall size of that in the photos would be more compatible. Given the similarity of the design of the mirror glass clamps it could be from the same manufacturer that made smaller mirrors setups for Ford.
