They are threaded and act as a lock for the star washer and adjust screw. I jack the front wheels clear of the ground. Center the wheels since this is the only spot you can affect an adjustment. Any off center and there is normal play. Adjust the sector shaft screw to bring the mesh up to minimum play. Not tight but minimum play where it will still smoothly operate on the worm. If the steering feels notchy after adjustment then there are likely damaged spots on the worm. Adjustment won't fix worn out parts.
