You have probably figured this out, but the access to the fender bolts is up inside the fenders with the tire off. Because of the rust you have,you probably won't be able to loosen these bolts. I would go into the trunk and behind the rear seats and just cut or grind off the nuts. Then let what's left of the bolt fall back through the hole and the fender will fall off. You can get replacements of the fender bolts and nuts.
