Yes, a second complete venturi at the point of lowest pressure in the big venturi.
On these carbs, it is built into the removable nozzle bar, replacing the slanted type used about 1952--early Y blocks.
So far I haven't gathered much info on the later Ford E carbs...there are a lot of variants!
