Default Front bumper arm installation

Just tried to mount a new set of front bumper arms for my 28 Coupe. After installation, I discovered that the right arm is not only about 2 1/2" bent too far out but, the front holes are too small for the front clamps. I have measured the bend of the arm with regard to my frame, the bumper and the other arm many times and come up with the same result. I measured my old clamp bolt diameters and they appear to be 9/16". The holes on the new arms appear to be 1/2". Can someone verify or deny that my old clamps or too big or the arm holes are too small on the new arms? Is there a variance between years as far as clamp bolt/arm hole sizes? SALTMAN

PS: 'Every time' .. I try to install a new part on my Model A, its like trying to stick a large square peg into a much smaller round hole... nothing ever seems to work...!
