Default 1928 Brake Question

Did the very early 1928 Fords come from the factory WITHOUT front brakes? My father said he remembers adjusting the rear brakes on his 1928 sedan, but never doing anything to the front. He wanted me to throw this question out to you folks. Since 1928 was the first year for the A's, maybe Ford used some of the T parts on the early 28 cars. Could this be possible?
