Default Spark/Throttle Rods

This question has only to do with the A3541 Control Rod Lever, A3545 spring, and pin at the lower end of the 7-tooth steering column. I realize the upper end is nickel plated.

The JS (pg 8-2) states:
“Springs/levers pinned to unfinished lower ends of rods.”
“Springs/levers dipped in gloss black enamel before assembly.”

Am I interpreting correctly … once the previously painted (black) springs/levers were installed, the end of the lower end of the rod & the ‘pin’ would not be painted (unfinished) ...?
