you could smeer some course valve lapping compound on that shaft and lap it down. i think that may work and it would result in a better fit.

I believe these last posts are concerning using a new alum pulley on an original or later pump housing that has the cast housing interfering with the back of the pulley, locking it up. That's not the poster's problem.
