for me, "not enough" would mean the turning radius was too wide. and turning radius is not necessarily determined by the number of steering wheel revolutions. for one can have a turning radius of ten feet with one turn of the wheel or with twenty turns, depending gear ratios within a steering box or rack and pinion setup.
