Intake questions

I took this intake off my engine because the flanges that position the generator bracket are broken. My question is about the two ports seen in the photo. I think I know what one of them is for, but rather than show my ignorance. I am asking for your input. While I am asking questions about the intake, a local flathead builder is a firm believer in using a phenolic (?) spacer between the intake and carburetor. So where is a good place to get one?
