Default Carb Issue. Driving me nuts.

Just got the 40 on the road. It has the correct 85 hp engine along with the 99 carb. I noticed that it hesitated a bit when shifting gears just for a second and when I would hit the gas from idle it was a little rough (not bad – just not perfect). I thought it may be the power valve so I replaced it with a NOS one. Installed it and it was the same. I had a new replacement and put that in and still not change.
I had a factory rebuilt carb (in the box and never used) and put that on. No hesitation very smooth however, it would not idle correct. I messed with the idle air screws and just could not get it to idle. (The one screw on the pass side made no difference if it was all the closed or all the way out.)
I put the old one back on because I can at least drive the car. Once in gear there’s no hesitation and runs fine it’s just that first second shifting into gear that it bogs down.
I thought that it may be my distributor vacuum brake but I ruled that out tonight with the switching of carbs. Still can’t get it to ping though.
Any ideas on the carb issue??
