Default Loadomatic spring adjustment

I'm rebuilding a distributor for my '48 F-1 with an "H" engine which uses a Loadomatic distributor. I'm ready to run it on my Allen Synchrograph and want to adjust/check the breaker plate springs. The Ford Shop Manual to apply 0.26 inches of vacuum and adjust the light spring to result in 1 3/4 degrees advancement at 400 RPM and the heavy spring at 1.4 inches of vacuum for 6 1/4 degrees of advancement at 1000 RPM.

My problem: I can't read these small/low levels of vacuum with a regular vacuum gage that ranges from 0 to 25+ inches. I'm looking for suggestions on how to proceed. Am I looking at this wrong somehow? Bubba - are you there?
