Is this a t wheel? Has a number with a letter a with circle around it number is 300693 is this a t steering wheel rim is wood and center is metal maybe cast. Iron.

The dish is inverted. A dead give away! Thats one of the peculiarities of a model T. Even if you see a picture of a driver with a wheel in his hands you can ID it as a T. All bets are off on that one if it were changed for more "lap" room, but thats a dodge or a chevy wheel! ws

You are correct, I did not look at the top mounting on the wood wheel. (not Ford)

Pretty sure that is an early Dodge Brothers wheel, circa 1919 through 1924 or so. I have a photo of my 1923 Dodge Bros. Touring steering wheel, and it's pretty darn close to yours.

All DBs that I know of have 7/8 hole with two opposing keys, I only see one.
