Default won't shift from neutral

Just installed a 60 ford flathead in my 28 model a coupled with a 39 transmission. Problem is it won't shift out of neutral when engine is running. It shifts fine when started in gear? What do I need to do to correct problem?

It's the clutch or linkage adjustment
