I hate the way the computer knows better than you how to spell words and changes it just before you hit enter.

Among my parts I found a very good inner ring. Nice and clean and no damage. Send me a private message if you decide you need it. It appears the two pieces do not come apart.

Thanks TJ …. Sent you a PM … was able to get one locally.
I did find out that the same horn ring was used into the 50’s steering wheels.

Good that you found one. I did learn the two pieces do not come apart.

You may be missing the insulating material.

i have no idea if such a mechanism described below is even present on a ford...but,

same thing happened to me the other day when working on one of my non-ford car horns.

turns out i had tightened down the nuts that serve to provide the spring-loaded effect to a horn ring. they were designed to be tightened to secure the ring, but not TOO tight such that the circuit was grounded. IOW, the horn thought my hand was "standing" on the horn at all times. a bit of readjustment of the retaining nuts (they were made of insulating nylon and so i should have known) did the trick.

BTW, i've learned a few things about getting old, whether it be cars or people in the past few years. and it's that very strange things can happen that one thought impossible at a younger age.

in this case i found that the springs the keep the circuit in a horn open can deteriorate as they age. and so much so that a horn will eventually honk by itself every time the car hits a bump of sufficient severity.
