Remove the three screws and the assembly comes out of the horn ring. It's been awhile since I took one apart, but I "think" the two pieces come apart. Once out you will be able to tell.

Among my parts I found a very good inner ring. Nice and clean and no damage. Send me a private message if you decide you need it. It appears the two pieces do not come apart.

I did find out that the same horn ring was used into the 50’s steering wheels.
