Default 1931 ford model A fuel valve rebuild

I bought the rebuild kit from Snyders for my fuel shut off valve, I have the late model 31 with valve on fire wall in engine compartment. when i took the valve apart to install new packing, the inside of valve had an O ring, spring and several washers, but no packing like i got with rebuild kit. Wondering if this is a newer valve or substitution? in any event the packing from kit is too big to install in the valve. Any help would be appreciated. I don't want to have to remove the valve from the tank if possible.
