Is the top wood header the same on the early 31 ccpu as the late 31 steel top?

Yes...I believe so.

It is close but not the same due to the fact the cloth top header had two cutouts for the rib rails and the steel top has no rib rails.

Other than the cut outs for the rails is it the same? I would like to use the header I have now and not buy a new one. Also the wood over the doors from the back of the cab to the header do you think they are the same.
