Shifter Spring Tool Washer
My dad bought a shifter spring tool. In the red circle, there is a washer and nut on the top. There is also a nut on the bottom. Is there supposed to be a washer on the bottom, too? The tool my dad bought is missing the bottom nut and washer (if that is supposed to be there).

The lower nut and washer steady the shaft.

I had one of those tools years ago and it worked well if you are only doing one tower. However, we organized a seminal where we did around 15 of them, so we needed an assembly line tool. The attached article shows what we came up with.
