Radial tire sidewall

I am getting ready to install Coker American Classic 4.75/5.50-19R tires.
I noticed one sidewall on each tire has a chine (lip) on one side only.
I emailed Coker this question and never got a reply.

Is that lip supposed to be on the inside or outside of the mounted tire or does it not make a difference?

It looks almost like the water deflector on large jet aircraft nose tires to deflect water from the engine inlets.
