Default Brake Adjustment Situation

All levers are properly installed. Peddles are a OK. Car is up on jacks. Measuring peddle wood is correctly in place (1st natch). As Les Andrews - adjusting brakes or on Youtub video.
Starting with the driver side rear wheel. Adjust to a strong turning drag (forward rotation). Turning rear rotation - all OK. Going to the passenger side and adjust the starting drag. Wheel turning forward and adjusting to a strong drag. Neither of each wheel side were adjusted to a locked stop. Now the problem or question is on the passenger side. Adjust the cam bar, turning the rear wheel forward and all is A OK .......now turn that passenger-side rear wheel backward and as it is in rotation (maybe about a half turn in rotation, it locks up "bam". I can force it through, but what is it? I did turned rear axle an it works good in either rotating direction. The strong lock stop when turning the wheel back wards, sure don't seem right. I took the drum off - all looks good. I will try to down load a couple of reduced in size pictures.
