From my perspective, as someone who bought 2 cars off US sellers, In one instance the seller delivered the car to an address provided by the shipping company. I paid for any expenses incurred and his time to do that. For some people moving cars is easier than for others. I'm struggling to remember what happened what happened in the second case, but I suspect it was a similar scenario.
It is the buyer's responsibility to find a company to do the shipping and that company will explain what they expect. Normally the provide an address for the vehicle to be delivered to. If the seller has local knowledge and can help al well and good, but the buyer must make arrangements for the vehicle to be transported if the seller can't help.

It's a matter of trust. Work together and things can be worked out.

The buyer is having to put the most amount of trust into the situation. They have to send a large amount of money to a stranger in a foreign land.
