It's sometimes difficult to judge based on the angle at which the photo was taken, but it appears to be further into the cab than that on my 1930 coupe (see photo below, although - again - the angle isn't the greatest) - perhaps by the length of a choke driver (cheap shot).

Also, as pointed out by Brentwood Bob above, there are [at least] two different rod lengths; 26" for 1928-29 and 28-1/2" for 1930-31, although it doesn't appear that you have the shorter choke rod.
