yes, puzzling. Are you sure it's not seepage from the inlet union ? If the fuel level in the pic is not rising then that float valve is certainly working OK . Sometimes the leak is hard to locate. eg fuel always trickles down to the lowest point ( the drain plug) and then drips so the drain plug is often blamed but rarely the the culprit
