Bob, these are not manufactured correctly, and so the only way I have ever been able to successfully make them stay is to mill a slot in the brackets and clamps supplied to accept the wind wing rubber with the protrusions (link below). You will need to modify these too but it does grip well and the clamping force this allows you is all that is needed.
