Unless something is shorted or broken, most times all it needs is a few drops of oil on the two wicks, and a good cleaning of the commutator. My friend's was very slow until I removed the cover and held fine emory paper against the commutator while he pushed the horn button. After a few seconds the motor started to pick up speed and after about 30 seconds it was blowing like it should.

Also push the horn button and roll it around as you push in case it has a corroded connection to ground.
