John, if the welting is the correct size, and made of the proper material, (--which what most vendors sell is neither) AND if the welting is cut correctly as Ford did originally, then one person can install it whether it is a '28/29 or a '30/31. Lay it out and then use pliers to pull it in. When you glue it, the chances of you being able to glue it in exactly the correct place would be difficult at best.
