MSDS only shows percentage of chemicals used in Ethanol Defense by volume. Their formula is proprietary. This has nothing to do with how much you add to you gas tank.

ie... Maximum of 80% magnesium sulfate to 20% fuel oil or
Minimum of 55% magnesium sulfate to 45% fuel oil or anywhere in between, to make up 100% of the bottle they sell.

MSDS is actually an outdated term, the sheets are now called SDS or Safety Data Sheets. OSHA regulations require this information for all chemicals. As a worker you have the right to know what the health issues are with the chemicals you work with and or exposed to. An SDS contains, chemical composition, flammability, volatility, first aid, handling and storage information
