According to the 1939 t0 1948 Mercury Chassis Parts Catalogue the Mercury used the same Ford fan assembly 91A-8600 for 1939 and 1940. The 1941 Mercury fan has a longer snout and only fits the 1941 Mercury. My experience with 1939 and 1940 Fords is that the fan to radiator clearance will vary on each car by a small amount. One half inch clearance is a little tight but changing the fan will not help. You only need about 1/4 inch more clearance. I would try getting the radiator to go a little forward to get the needed clearance to replace the fan belt.
