I have also found new washers are in many cases too hard and need to be annealed.
Just heat them up red hot and quench or let air cool, either way works.
Guessing globally sourced copper washers are manufactured differently then the old washers we used to get.
I usually anneal and reuse the old washers at the banjo fittings as they seem to be a size not to be found at day-to-day parts stores.
