Only if you swap the engines into the same car for each test. Cheating the aero is a big part of it.
A car cruising at 50 mph may require only 10 horsepower to overcome aerodynamic drag, but that same car at 100 mph requires 80 hp. With a doubling of speed the drag quadruples. A car has a lower drag coefficient that only takes 8 horsepower to maintain 50 will only need 64 ponies to run 100.
