I managed to remove the handle without removing the dash. First removed the radio and ash tray. Then had to bend the old circlip off of the windshield regulator shaft - difficult to remove without bending because it does not have holes in the ends like a modern circlip so you can't use a circlip tool. Bending it made the old circlip unusable because it is next to impossible to rebend in place. Went to the hardware store and purchased a couple of new circlips that looked like they would fit the shaft and hold the handle inplace (and that had holes in the ends). Reached up and installed the newer circlip with my circlip tool.

Thanks for your help, I was trying to pull the handle off until you informed me of the circlip holding it in place.
