Yes, the sleeve holds the filler neck in place. It was designed for removal using a spanner wrench not a pipe wrench. That's why there are holes in the sleeve. Also, there is a lead washer that goes between the tank inner flange and the filler neck flange. I believe they are available, if not contact me.
