I am not a big fan of power coat. I would not power coat
anything under a car. Any rock chips will let moisture and rust under the powder coat then it flakes off. Paint may get chips also but is much easier to 'touch up'.
For the hardware, I spray a clear coat of Krylon Acrylic Satin to prevent rust.
