Sometimes it helps to sleep on situations.

It occurred to me that rather than making the oversize China handle fit the correct size U.S. escutcheon, I will just get a pair of China escutcheons (which do fit the China handles) and butler plate them. The stamping is not as crisp as the U.S. ones but really not noticable.

Much simpler solution to the problem and a heads-up to any of you.
