I think it was not available until the 1932 Model B was introduced along with the V8 option.

He may have seen a car with the optional "police" head, which was labeled 'B'. Since 'B' on the head was already taken by the A police head when the 'B' engine came out, the heads on the 'B' engine were labeled "C". However there was never a Model C engine.
