For the L-shaped brackets that the dash sits on, I just cut out a square piece of roofing felt and punched a hole in it for the bolt to go thru. The factory may have used a bit of their seam-sealer between the bracket and dash as an anti-squeak.
The clips are used for holding your windlace in place prior to installing the interior garnish mouldings. To my knowledge, these are not being reproduced by any of the popular repro parts suppliers. Some people are abandoning those clips and using small, short screws with washers to hold the windlace in place. But you gotta drill holes for that and its best to punch out the mating holes in the flat portion of the windlace.
