Like Mart said, there shouldn't be any fuel in that area unless the power valve is leaking. It should be manifold vacuum in that chamber.
Are you sure your not mistaking it for fuel leaking through the throttle shaft holes when the engine is turned off ? From fuel dripping off the nozzles and laying on the throttle plates. Maybe sloppy shaft fit ?
Or possibly the brass plugs on the front of the bowl seeping and running down ?
Just some thoughts.
