If you put '38-39 drums on your '36 you can use '36-39 wheels and the original '36 hub caps.
When I originally put hydraulic brakes on my '36 in 1952 I used the brake system from a '41, drums and wheels. I had 16" 5 on 5.5 wheels on the car with various styles of aftermarket hub caps, including stock Ford of various years.
In 1962 I got tired of the later model wheels and '46 hubcaps, converted the car to '39 drums and 8/36 wheels with stock '36 hub caps. My '36 is a 8/36 car, so the wheels are correct for the car.
