My 1942 Ford only had a bill of sale when I moved back to Pennsylvania. I used Shook Legal, Ltd. in Lewisburg, PA to get a title. He specializes in old car law. Perhaps a little more expensive than going some of the other routes but you won't have problems after.
You might want to call Brian and see what he recommends.
If it is a PA registration if you go to a Notary, you Dad may be able to file for a duplicate title if PA still has records that far back. Key piece of information would be if the title number is still legible on the registration. My brother went thru that process on his car which had not been registered since 1979 but he did have the renewal app and a bill of sale from when he bought the car.
