The thin side goes into the groove on the spare tire cover. Is that foam rubber or solid rubber? I have used the seal from Drake (solid rubber) for two installations and they it fit fine without crimping the cover. It should stay in place without glue. It would appear that if you use this seal, you would need to glue in place.
