The model A rear bumper support brackets are really not well suited to much of a load bearing force. The bed also has relatively light duty structure at the rear tail gate location. If I was planing to set one up for towing capability, I'd try to fabricate heavier members to attach to the frame and go over the cross member back to near the end of the bed. Since Ford never did this for commercial vehicles, a person would have to fabricate something anyway. Might as well make it as strong as possible.
