The brake tracks usually need to be built up with weld or replaced . There will be a dip in the tracks where they have been worn . The worn spot on the tracks will allow the brake shoe to drop out of center alignment . If the shoes are very far out of center the brake drums won't fit over the shoes in such a way that will allow installation of the brake drum .
